Jury selection is underway today in the first of several federal lawsuits, accusing a Palm Beach County sheriff's deputy of using excessive force. Stephens was riding his bicycle on Haverhill Road in suburban West Palm Beach, when he was stopped as part of the sheriff's office "stop and frisk" program that targeted poor neighborhoods, particularly ones where blacks live, says attorney Jack Scarola, who represents Stephens.
